Add instructions for restarting the Docker PHP server where necessary

The site will now be available at `https://localhost/`, although as its a self-signed certificate youll need to accept whatever browser security warnings come up.
If you make a change to the PHP and want to see that reflected in the site, then youll need to restart PHP. Connect to your container and run:

service php7.4-fpm restart
```
Changes to CSS do not require any service restart.

- `/standardebooks.org/ebooks/` contains one directory per SE ebook, arranged in a flat hierarchy. These directories look like the URL-safe identifier for the ebook, end in `.git`, and are bare Git repos; they are the “source of truth” for SE ebooks.
